A Diplomatic Dose of Healthcare Innovation

We had the honor of welcoming Lianys Torres Rivera, the first woman to serve as Cuba’s chargé d’affaires in Washington, D.C., along with her husband, Carlos Alfredo Amores Balbín, Cuba’s former ambassador to Bolivia, Malaysia, and Vietnam. Our engaging discussion explored the intersection of Cuba‘s healthcare expertise and Utah’s rapidly expanding life science sector.

We delved into Cuba’s focus on preventive healthcare, their notable achievements in vaccine development, and pioneering research on diseases like Alzheimer’s and rheumatoid arthritis. Cuba’s success in delivering affordable healthcare aligns closely with Utah's healthcare priorities and our state's booming life science industry — currently the third fastest-growing in the U.S.

This insightful exchange underscored the power of diplomacy in driving healthcare innovations and highlighted promising avenues for future collaborations between Cuba and Utah. We look forward to fostering these connections and advancing global health initiatives together.


Lianys Torres Rivera, Chargé d’Affaires of the Embassy of the Republic of Cuba

Lianys Torres Rivera is the first woman to lead Cuba’s mission in Washington. She has been a diplomat since 1994 and previously served as Cuba’s Ambassador to Vietnam. From 2015 to 2017, she was part of the Cuban delegation that met with US government authorities to discuss the re-establishment of diplomatic relations and the re-opening of embassies in both countries. She was also part of the Cuba-US Bilateral Commission, the Cuba-US Bilateral Economic Dialogue, and other Cuba-US bilateral dialogues on regulatory issues, human rights, trafficking in persons, the establishment of direct postal services, renewable energy and banking issues.
